The National Association of Graduate Teachers (NAGRAT) has expressed worry over attempts by the government to enact a law on free SHS. According to NAGRAT the government has not extensively consulted all stakeholders to seek their input before presenting the bill to parliament.
The bill has generated debates with the minority in parliament opposing it. The minority says there is no need for a new law given that Ghana’s constitution has made a provision for free education already. But, the government says the bill which proposes changes including decoupling Junior High School (JHS) from Primary School and also the cancellation of the Basic Education Certificate Examination as precondition for gaining admission to the Senior High School, etc. seeks to revolutionize Ghana’s educational system.
Meanwhile, NAGRAT in press statement says they are disappointed at the government and has called on government to suspend the presentation of the bill to allow for broader consultation. They have also urged the Parliamentary Select Committee on Education to reject the bill.
