Educationist calls for Stakeholder review of Free SHS program to address quality issues

85% of Ghanaians want the Free Senior High School initiative to continue - Afrobarometer report reveals

An educationist, Stephen Ayombisa, says the Free Senior High School (SHS) program’s main achievement over the past seven years is increased enrollment, though it has not improved quality.

He highlighted that Ghana’s education system, particularly at the basic level, faces significant infrastructure challenges that affect quality.

Mr. Ayombisa criticized the introduction of the Free SHS program, suggesting it lacked adequate consultation.

He called for a comprehensive review of the program involving all stakeholders, including parents, teachers, students, government officials, NGOs, and civil society organizations.

This review would identify the program’s weaknesses and address them, as effective policy implementation requires stakeholder engagement.

Mr. Ayombisa expressed disappointment that the government often ignores criticism, arguing that a successful education system relies on broad consensus.
