Ministry of Local govt, chieftaincy and Religious Affairs postpones National Sanitation Day Launch

The Minister-designate for Local Government, Chieftaincy and Religious Affairs, Ahmed Ibrahim, has advocated for the digitization of revenue collection processes at the Metropolitan, Municipal, and District Assemblies (MMDAs) as a key strategy for enhancing efficiency and accountability in local government operations.

He has stressed that automating revenue generation channels is essential to improving efficiency and accountability within MMDAs. By digitizing revenue collection points, the system would, according to him, will not only streamline processes but also reduce human error and enhance transparency in managing funds.

During his vetting on Tuesday, January 21, he emphasized the importance of open and accountable governance, proposing that both chiefs and residents within a district be well-informed about how revenue is being generated and spent. According to him. citizens should have access to clear data on the revenues collected from electoral areas and additional assemblies, as well as how these funds are being allocated to various projects and contracts. This openness, he believes, will foster trust and ensure that local governments are held accountable for their financial decisions.

Drawing from his experience with the Local Government Committee, Hon. Ibrahim shared insights from a previous investigations into internally generated funds (IGF) across several MMDAs. The findings revealed that the cost of maintaining revenue staff often outweighs the revenue generated, indicating inefficiencies in the current system.

To tackle this issue, he proposed the engagement of National Service personnel to support the revenue collection process.

He noted that these young graduates, who are typically placed in various public sector roles, could be assigned to MMDAs to assist in mobilizing revenue. He suggested that these National Service personnel be given clear responsibilities and be motivated to work diligently, with the opportunity for permanent employment if they perform well during their service period.

By deploying National Service recruits, Hon. Ibrahim believes that MMDAs can enhance their revenue collection efforts without waiting for lengthy financial clearance processes. He also emphasized the potential for this initiative to create a more sustainable workforce for local government operations while providing young people with valuable work experience.
