Herve Renard says CAF believes Zambia were not sexy enough to play at the Brazil 2013 FIFA Confed Cup.
The winner of the 2013 Africa Cup will instead travel to Brazil this summer to represent the continent in Rio.
Renard admitted that it was unfair not to even have a playoff qualifier between Zambia and the 2013 champions to determine who represents Africa at the Brazil tournament this June.
"I answer you very honestly. CAF is very happy because Zambia is not playing the Confederations Cup," Renard said.
"This is because Zambia is not sexy enough to go the Confederations Cup. It is the truth."
Zambia, who have enjoyed the shortest reign after CAF last year changed the tournament from even to odd years, is the first Africa Cup winner not to participate in the FIFA Confederations Cup which is a curtain-raiser for the FIFA World Cup.
The winner of this year’s Africa Cup will be placed in Group B in Brazil alongside World and European champions Spain, South American kings Uruguay and Oceania champions Tahiti.
